Jean-Claude Villiard
Deputy Minister
On June 16, 2003,
Jean-Claude Villiard was appointed Deputy Minister, Industry Canada.
From October 2000 until June 2003, Mr. Villiard was President and Chief
Executive Officer of Canada Mortgage and Housing Corporation. Before joining
CMHC,
Mr. Villiard spent three years at the World Bank as
Director of the Bank's Infrastructure Development Group – Middle East and North
Africa. He was also a member of the Bank's Council on Infrastructure and Private
Sector Development.
Prior to joining the World Bank, Mr. Villiard
served as President of SNC-Lavalin Capital Inc. from 1994 to 1997, and was
responsible for project financing with the engineering contracting firm, the
SNC-Lavalin Group. He held the position of President with SNC-Lavalin
International Inc. from 1991 to 1993, and Executive Vice-President of Lavalin
International Inc. from 1990 to 1991. He also held a number of senior management
positions with the Lavalin Group prior to joining the Quebec Government.
Between 1987 and 1990, Mr. Villiard was Deputy
Minister of International Affairs and Associate Deputy Minister of Energy and
Resources with the Quebec Government, and also served in various executive roles
with Treasury Board, the Departments of Transport, Public Works and the Olympic
Installations Board from 1970 to 1977.
Over the years, Mr. Villiard was a member of a
number of Boards, including those of the Université du Québec à
Montréal, the Université de Montréal, the
Institut national de recherche scientifique, the
Canada-Arab Business Council, the Canadian Exporters Association, and the
Association des manufacturiers et exportateurs du Québec.
Jean-Claude Villiard holds a Bachelor of Commerce degree from the
École des hautes études commerciales at the
Université de Montréal, and an MBA from the
Université Laval. He also obtained a Diploma of
post-graduate studies from the Centre d'études industrielles
at the University of Geneva, Switzerland, and completed a number of Executive
programs at Harvard University between 1995 and 1998.
